 Moonstone buff/Helia nerf - 13.10 saved?

Moonstone chain heal 20-35% -> 20-40%

Moonstone single target heal increased 15-25% -> 15-30%

Helia healing per shard scaling changed based on ally level 1-18 -> based on level 6->18 (so it's lower now because your ally is closer to 6 than 1)

Helia damage per shard reduced 30-200 (based on ally's level 1-18) -> 30-180 (based on ally's level 6-18)

I can already imagine schuhbart typing helia still ap stat stick yada yada, but maybe for soraka or someone moonstone is viable now?
