I think glacial feels super consistent. I like to look at the changes as the w buff just making it easier to get spellthief's procs(which DOES feel pretty good). I think the weirdest part of the changes is the e cd refresh coming back, worth more to shield BEFORE cc when it was the inverse before the changes.

Celerity feels fine, but I don't feel like I'm good enough to really abuse relentless hunter pressure. Ap0calypse was playing some games with it and I'm sure he makes it broken

glacial if your team needs more zone control/cc, aery if your team already has enough cc

most of the time it's not going to matter too much for lane, because the thematic of how your overall comp works will matter much more
