E + Glacial proc with w passive ms guarantees longer trade windows where most* toplaners have no opportunity to hit back. You lose some overall burst damage but I think it's made up for with extra aa.

It seems best with lethality (prowlers perma roam), also helps secure roam kills. Overall a damage sacrifice for utility.
